Linguistically speaking Hisba has two meanings: First: It may mean "a person who does a job without any salary but rather he asks his reward from Allah". Second it may mean to reject something. Conventionally or Juristically it means: "to advocate goodness and to prohabit harmness".
The present study falls into two parts: the first part deals with the principles of Hisbain the early period of Islam. The second part deals with activities whereby this reckoning were practiced.

This research presents the political opinions that were discussed by "Effendis" of Mosul which aroused about whom was going to be the king of Iraq, and whether the Throne would be ascended by a king from Iraq itself or from the outside. These discussions, which were swinging between agreement and rejection, were considered as forums to put forward free thoughts easily. Undoubtedly, these thoughts represented "elite’s opinion", which were supported by the majority of society. It goes without saying that their political opinions of Iraq future along with the nature of political and intellectual awareness predominant at the time.

Journalism is one of the source which we have to rely on in writing the history of modern Iraq. It contains essays that reflect the people view points, their problem, the weakness of their social Political, and cultural reality. The research aims at shedding light on an important Period of Iraqi Journalism, namely, that period which followed the Ottoman constitution.
I have chosen the ((Observer)) newspaper as a sample of the criticizing journalistic one during that period. This newspaper was regarded as the most bold newspaper in spite of its short age(1909–1910 A.D). It criticized the public bad condition of the Iraqi people and covered all the political, economic, social, and Cultural situation. But this newspaper paid the cost for its policy. It was subjected for observing by the authorities. In addition to that its editor – in – chie (Abdullatif Thenyan) was arrested and then he lockout the newspaper and abandoned the Country.

In the wake of the 14 July 1958 revolution there was a significant change in the foreing relations of Iraq. This era has witnessed a new stage of remarkale development in these relations. In this stage Iraq built new diplomatic relations with the Estern bloc. It also became dependent since it pulled out of the so called Baghdad Coalition and the common Iraqi-British Agreement.

The use of letters emphasis in Arabic is one of the phenomena by which Arabic is recognized and has taken large amount of grammarians’ and rhetoricians’ discussion. Our research entitled “The Effect of Using (ن) in Emphasizing the Quranic Meaning” shows the effect of emphasis in the Koranic textual semantic. Emphasis by using letters in Arabic is divided into two parts: The first is the repetition of the same letter in the sentence, and this is called lingual emphasis. The second is certain letters are used to mean emphasis in particular, e.g. superfluous prepositions (أنّ و إنَّ) that abolish and the emphatic two (ن)s. We have presented at the brgining of our research a grammatical presentation in which we identified what grammarians had said about the emphatic (ن) for present verb. Then we analyzed the Koranic verses that contained emphasized present verb. That Koranic use has three modes. First, the result clause of an oath, which is the most mentioned and most frequent in Koranic expression, Second, The emphasis of subjunctive clause with (إن) and (ما), which is mentioned in Qoran in nineteen places, and third, the emphasis of non-assertive clauses, and inhibition was preferred to other types of non-assertive styles that are emphasized, also non-assertive clauses with inhibition (لا) of with interrogative (هل). We aimed to choose Koranic texts to enforce our analysis.

This is astudy of Abu Nuass Atkhamriya’s Poems according to the Structural Approach which melted the Shape with content . I have found in that Poem levels that can be analyzed according to the said approach such as the musical , structural , rhetorical and sound levels . The Poet uses (AL- Bahr AL-Baseet) for its delicasy and Past verbs to run away from the world of blame and orders. Similarly, he employs puns to compare between two cases that express his refuse , revolt and search for contradictions . He also uses the voiced sounds because he wants to declare that revolt and absurdity with the Laws. He had undergone hard conditions when he was young like loneliness and homelessness so he searched for the cure – Wine , revolt , and abstrudity . But he did not find that until he became Muslim before he died. Islam was the cure for his worried spirit .

The presents paper sheds light on the Arabic words contained in the Turkish dictionary. The researcher argues that the Turks kept the meaning and pronunciation of some Arabic words because they are closely related to religion. On the other hand, the meaning of some other words are kept with slight change in their pronunciation. There are some Arabic words with quite Turkish meaning. Finally it is worth mentioning that some proverbs and constructions maintained their meanings in the Turkish usage. Conversely some others deviated from their Arabic usage.

In this study, the researcher proposes a new approch in which he tries to attach a metre called Mukhal’ al-basiit to another one called al-Munashir and applying this approach on pre-Islamic peotry. The researcher does claim infallibility of his view, but rather he accepts anyexplaining or corrections.

There is no doubt that the differences among the Quranic Redings include singular, dual, plural, gender; conjugation; declension (syntax); increase & decrease; anastrophe; substitution and dialects. These factors are all closely related to the linguistic phone which is affected by them. Scrutinizing the reading of Hafs Bin Asim reveals that this Reading is the nearest one which discloses an important aspect of the Quranic phonetic miracle through the phonetic study such as the open & closed, long & short syllables, place and manner of articulation, difficulty & easiness in pronunciation as well as the lips shape. Moreover, the harmony of all these with the context in the Quranic expression. The results are reflected in many sections like: 1. Intensity & laxity; 2. Glottalization & non-glottalization; 3. Voice and voiceless 4. Increase and decrease.

This research entitled “Islamic literary discourse - Historical identity and critical Attitude” treats the problem of the historical belongingness of Islamic literature. In the conclusion the ability of this Islamic literary discourse to interact, produce and develop his aesthetic instruments is emphasized provided it is given the chance to work freely. Besides, the conceptual logical speculation that apprehend the recognition and the amendment of the defect in it (the discourse). These conceptual problems are to totally technical mistakes.

The present paper deals with meaning of “istafal” verb form in Glorious Quran especilly the triple gemination. This verb is characteried by having /2/ and /1/ as one stressed letter such as (قر) “qarra”. If we remove its assimilation it become “qarrara” and if we form it following the form “istafal”, we shall have “istaqarra”.
This form was repeated 17 times in the Glorious Quran which belong to seven verbs ordered alphabetically as “istahabba”, “istahaqqa”, “istakhaffa”, “”istazalla”. “istaaffa”, “istaffazza” and “istaqarra”.
These occurences were sematically analysed by resorting to lexicons first and Quraanic hermenutics and studies secondly. Our method of analysis is to cite the lexical meaning of the verb and then to cite the places of occarence in the Glorious Quran showing in each place the meaning in the Quranic context according to what we could find in interpretations and studies and Quranic. Depending an the rhetorical aspects of the text.

The referral function is accomplished by avoiding consideration of the linguistic unit isolated to consideration carried out in context. The referring elements are not sufficient for themselves, but rather need to be completed. In their relationship with the textual structures and their influence on the recipient’s mind, they establish a multi-indicative indicative system that is used to make communication, it is a movement that enriches the text and reflects the interaction of the mind with the language. Another, intentionally or unintentionally, the aim of the text is to send the effect on the recipient's mind through the semantic richness achieved by the dialogic field between the referral and the transmitted element, and the kinetics of the assumptions in which multiple indications exist.

One of these horizons includes ‘reference’ (whether cataphoric or anaphoric). This can be described as a reflection of the power of the linguistic cohesion on the condition that such a reference transfers the speaker to texts away from the current context. It also aims at spotting the pros and cons of internet and the problems that encounter the scholars. Finally the study proposes some suggestions and recommendations that lead to more efficient utilization of internet. The study comes up with the conclusion that most of the scholars get their sources from the two internet explorers ,i.e. (Yahoo and Google). The study recommends the necessity of holding the training courses in the field of internet in order to be of more benefit for the scholars.

The research aims at identifying students’ motives to join the specialization of librarianship and information science in Mosul. It also shows the general, academic and economical introductory features. Questionnaire was used as a mean of collecting data which was distributed to all students of librarianship department at technical institute / Mosul, and students of information and librarianship department at university of Mosul. The research came up with that the main reason behind students’ joining this specialization is the desire to work at the library which formed (89%). The rate of female desire was (61%), while (60%) of students had chosen this specialization by their own.

The rarity of the Precious Stones, the increasing demand for them, and the desire of the Assyrian Kings to have these stone motivated them to seek these priceless materials either by means of trade or by the military campaigns that the Assyrian launched against different nations. The paper mentions the most important types of the precious stone in the Assyrian era and the different fields in which these stones were used. For instance, they were employed in decorating the regal badges like the crown, the scepter and the clothes worn by Kings and gods. They were also used in manufacturing some fatal and cylinder seals, inlaying the regal furniture which was made of wood. They also were used in inlaying the ivory pieces, not to mention their vital role as invaluable jewels and embellishments. In fact, the Assyrian Kings were credited with finding many jewels inlaid with precious stone, which were in the shape of necklaces, earrings, rings and bracelets.

Knowing that Middle Assyrian rules, obligated women to dress veils, sculptures of some Assyrian monuments, scarcely for women, indicate that the Assyrian knew veils even within limited scope.
Despite the little knowledge we have about the reasons for such a phenomeon in Assyrian society, it is assumed that the reasons were legal and social ones based on social status. Such an assumption is strengthened when reading the laws of Middle Assyrian era and their descriptions of limiting wearing veils to free people and excluding slaves and whores. The reason for such rules was promoting the privileges of free woman by adding this new law and to promote her status.
Moving away from the reasons of unveiling Assyrian women and coming to our recent time, we find that the obligations made by Islamic legislative system aim theoretically and practically at promoting the status of Muslim woman, preserving her pride, her honour similarly and distinguishing her from the rest of women in society like slaves or whores.
This view coincides with the view adopted by the ancient Iraqi legislator some 3000 years ago, regardless of the difference of aims, approaches and intentions.

A request is an act of asking for something politely. The word "rajaa'n" and its derivatives: "arraja", "arjuu(k)", "yurja"….etc, is an important marker of polite requests in Arabic. A request without this word may make it less like a request and perhaps less courteous and less polite. This paper aims at studying the meaning of "rajaa'n" in the light of its intonation. English coreferential pro-forms are one of the most problematic areas facing translators, since they contribute effectively to the type of texture in the text. The main aims of this paper are:(1) to shed light on the areas of failure and success in the translation of coreferential pro-forms of two professional translators of Hemingway’s ‘The Sun Also Rises’,(2) to investigate the syntactic and semantic shifts found in these translations,(3) to propose an appropriate rendering whenever the syntactic structure of these coreferential pro-forms do not coincide with its semantic function. The study hypothesizes that coreferential pro-forms pose a serious problem for translators of literary text. It is also hypothesized that ambiguity may arise when the translator does not recognize the nature of the relation between the pro-form and its antecedent in the text. The study concludes that the lack of awareness, on the part of translators, of the functions of coreferential pro-forms in English and Arabic results in failure to recognize the relation between a pro-form and its antecedent. Consequently, this affects the cohesion and coherence of the translated text.

The Effect of Studying Literature on Shaping Students’ Motivation to Learn English at College Level

Building on the belief that literature is the mirror that reflects a people’s culture, the present research seeks to investigate the effect of studying English literature, British or American, on shaping students’ motivation to learn English for either instrumental or integrative purposes. It sets out of two hypotheses, namely(1): 1st year students are more instrumentally motivated to study literature as a means for achieving certain goals, and(2) 4th year students are more integratively motivated when compared to first year students. To verify such hypotheses, an(8-item) questionnaire on both types of motivation, integrative and instrumental, has been administered to a random sample of 1st and 4th year students at the Dept. of English, College of Arts, University of Mosul at the end of the second term of the academic year 2004-2005. The results show that 1st year students have a higher level of instrumental motivation compared to 4th year students; yet the latter, i.e. 4th year students are more integratively motivated than 1st year students in their viewing of the study of English literature as means for achieving pure instrumental benefits or identifying with English society and its culture. Such results may be ascribed to the fact that 4th year students have been studying different subjects of English literature during their 4-year stay at the college; a point that has helped in developing more motivation to integrate with the foreign society, its way of life, culture and behaviour.

The non –direct stimulus can be handled here via five topic techniques known as similie , metaphor, metonymy, synecdoche and innuendo. A scale of perception of those techniques known among Arabic scholars of rhetoric proves to be invalid here due to many factors and elements involved during the process of communication. Five Qur’annic verses with five renderings each has been identified and a complete analysis(in accordance with the approach adopted) is provided depending on books of exegesis. It has been proved that Relevance Theory is applicable to Arabic texts with some modifications. Also it is proved that native speakers of Arabic are more able to perceive the intended meaning than the non – native ones.

Individual factors play an important role in the range of acquiring pragmatic competence. This role dose not necessarily be positive always. There are factors that are effective such as motivation , attitude and identity. Attitude which occupies a significant value in the process of acquisition varieties , does not have to be positive always towards adopting L2 pragmatic norms. Savignon(1976: 295)claims that attitude is the single most important factor in second language learning .
